Licensing in Los Angeles County
The license itself is state-issued: the California Department of Social Services decides every application, wherever the facility sits. What changes locally is the execution.
Fire clearance runs through your local fire authority, and in LA County that depends on the city. Addresses in the City of Los Angeles go through the LAFD; many San Gabriel Valley cities contract with the County of Los Angeles Fire Department; a few run their own departments. All of them owe you the same thing under Health and Safety Code section 13235(a): on request, a pre-inspection with written notice of the specific regulations they will enforce. The queues, the fees for the optional pre-inspection, and the enforcement temperament differ, and they differ more between neighboring cities than newcomers expect. Because our own facilities answer to these authorities, we know which desks run strict and plan the sequencing accordingly.
One more local reality from the operating side: build rapport early with your fire authority and your local police department. Once a facility is open, 911 calls are part of the business, since residents have sudden health events and some pass away in care, so these are working relationships, not one-time inspections.
Zoning for the small-home model is more uniform than people expect: state law treats homes serving six or fewer residents as a residential use of property (Health and Safety Code section 1569.85), which is why licensed six-bed facilities operate in ordinary LA County neighborhoods, and no conditional use permit can be required of them beyond what any family dwelling needs.
How an engagement works
We work in three tiers. Tier 1 is licensing advisory: guidance through the CDSS path, from administrator certification through the application and pre-licensing inspection. Tier 2 adds the operational and compliance documentation a running facility needs, the same set we use daily in our own homes, with a year of support behind it. Tier 3 covers marketing and branding for the facility once it is real. Most owners combine the first two. Our facilities are in the San Gabriel Valley, inspected by the same authorities and on the same rules our clients face. That is the difference between advice from a checklist and advice from someone whose own licenses are on the line.
